Similarly gather High Traffic,Highly Relevant Website for the Keywords and then do a Campaign,Targeting the above theme of Keywords,with placements on those websites alone.

Such Targeted Placements gets High Quality Score in Eyes of Google and it rewards you with LOW CPC and hence your Convertions will be very Great.
